Don Carr
Don Carr serves as the Federal Contracts Manager at Lovell Government Services, leveraging more than twenty years of experience in federal acquisition coupled with a 24-year military background in both the U.S. Marine Corps and U.S. Army Reserves. Before joining Lovell, Don was a Senior Contract Specialist with the Army Contracting Command, where he led acquisition strategy and execution for a $3 billion sole-source, multi-year missile production program. He also negotiated and administered numerous high-value contract modifications that sustained and enhanced critical national defense capabilities.
Don’s military career is marked by a breadth of leadership and training roles, including Army Career Counselor, Motor Transport Operator, Infantryman, Senior Drill Sergeant, and Military Science Instructor (ROTC) at Georgetown University. His operational resume includes deployment with the 15th MEU (WestPac) and active-duty activation in support of Operation Iraqi Freedom In 2008. Don was also recognized as Drill Sergeant of the Cycle at Ft Sill, OK.
Combining tactical military leadership with strategic contracting expertise, Don excels at aligning complex government requirements with compliant, mission-aligned procurement solutions. His experience enables him to navigate challenging acquisition environments while delivering readiness, value, and sustained partnership for defense and government customers.
Don holds a Master of Science in Organizational Leadership where he graduated Magna Cum Laude and is also DAWIA Level III certified in Contracting. His combined expertise in defense acquisition, military leadership, and strategic contracting makes him a vital asset to the Lovell team.
